I’m awake, now what?
Our business progress and plan has been getting attention and we see why:
It’s a model for recognizing the negative influences of a corrupted government-
{which is acting, at best, in its own self-interest and at worst, seems heel-bent
to destroy lives, property, rights, and all that we presumed to preserve against such tyranny and treason.}
and making adjustments which are rational, prudent, and unfortunately necessary.
As our small community takes the steps needed, and we talk of property and resources
and plans for gardens and security for the vegetables as well as for ourselves, good questions
we have gotten from YOU (as our project becomes well-known,) deserve to have public airing,
for they are very much On Point.
First Question to share: 
"If Border Patrol and everyone in residences near the border are so concerned for public support and a clear understanding of the task at hand, of stopping smugglers and their spotter-protectors, then WHY are the locations and details of these SMUGGLING TRAILS NOT PUBLISHED?" Why would the Feds want these places to remain secret? Why are they operating IN SECRET, [if at all]?

     I wondered, as I awoke from what some might call a PTSD inspired strange dream, if a simple ‘Anniversary Reaction’ could account for the sense of  Deja-Vu. Oh, yeah, Veterans Day brings a lot back to mind. It’s made even more intense lately, not only by war news (what little real ‘frontline’ factual reporting that gets past censors is severe enough!) but resonant journalism like that of the Viet-Nam Era about today’s Viet-Nam-like errors…{Afghanistan’s Opium-fueled narco-democracy, for example; a word about that in a moment.}
…and a tired old man’s TV exposure to wild propagandistic stuff like ‘V’ on ABC, and C-Span showing the endless depths of side-show insanity at play in D.C. while banksters continue to exceed our wildest fears of being dispossessed, disenfranchised & enslaved by ‘foreign invaders’. Maybe that’s what patchwork-quilted that colorful dream together?
But it wasn’t that at all.
It was a throw-back to the late 60’s, days of LSD doses thrown back as casually as shots of tequela.
It was, strangely, much safer to trust your local chemist then, the chemicals were pure, they were what people said they were, and there were only so many available choices, even in the most lucrative markets. The drug scene then was not so much profit-driven as demand-driven, and "do no harm" was a by-law. "Don’t eat the brown acid, man!"
That said, it’s easy to see, if you examine the local ‘village’ you are in, with the eyes of a "Rip VanWinkle",
with the open mind of the child you were, with the ‘fresh perspective’ gained after being away from home all summer at Camp…even your own room looks different…
 (admit it- you remember it well, imagining pretty accurately what it
would be like when you got this old,

how you would now "tell it like it is,
unafraid!")

"I don’t remember even the wildest party with acid, mescaline, alcohol, abundant pot, way-out music, ‘freelove’ and radicals in the sixties, being anywhere near as downright insane as common everyday life in the city today. These people are well beyond ‘tripping their brains out’ in Washington. In fact an LSD trip would be too clear an enlightening experience for them to survive. It would be like finally facing God, up close & personal after bad-mouthing God all their lives."

It was a little like that, as I had a teeth-grinding insight into just how widespread the psychotropic drug culture [NOT counting  the Cannabis Culture] as well as the big pharma monster has gotten, and just how much more they are affecting everyone, even those who have no prescriptions. What’s the fine again, for not having health insurance?

Then, the sheer numbers started to add up, -the INSIGHT was coming into focus-and the demographics, the hard facts, even the estimates that pass for statistics explained more than I was ready to admit. The numbers of citizens who smoke tobacco, the ones who drink alcohol, the ones who are on doctors’ prescriptions with "side effects", the neighbors & kids on mind, mood, and behavior-altering drugs, with or without combining with other drugs; add the strange new untested class ‘C’ stuff being doled out to Americans, the normal "street" drugs and chemicals & substances, the exotics known only by nicknames or number codes also for the consumer market, and…yes there is more…the truly experimental that makes LSD, by comparison, a mosquito bite. BUT WAIT, there’s more to consider, like the 15 million opiate (like heroin) addicts world-wide, some portion of which is American, and the Monster which has for the first time in the history of humanity, including World War Two, eclipsed the poppy as the biggest threat – for tho WAR cannot be conducted without opium, WAR itself & the conduct  & rationale for war has been transmogrified by METHAMPHETAMINE. In the US alone, over 21 million CIVILIAN meth addicts are about to be joined by heavily PTSD’d & meth addicted ‘former’ soldiers, mercenaries, and expatriot Iraqi, Afghani, and Pak "contractors". Of course, some of these folk also have personality conflicts or character traits that in anotherwise less stressed & demanding society might not have such widespread impacts. BUT it’s obvious that the ATTENDANT CORRUPTION, crime, and political pollution is a FATAL CONDITION for an otherwise "healthy" world culture. The Banksters and the Commie Governments & the Insurance Hucksters and the Drug Cartels are trying to out-do each other with rampant greed, cut-throat tactics, and sociopathic fanaticism to loot the treasury and the people. [They knew long ago a coup had toppled America’s ‘government’, in its place, the ‘shadow’ gov. by the Texas Cabal]
It’s as if the Fire Department had responded to a false alarm to find no real conflagration, but because of what they find, evacuates the neighborhood anyway, so they can ’empty’ the warehouse, maybe not-so-secretly, and ignite a real toxic smokescreen resulting in their own withdrawl, letting the whole neighborhood burn, distracting everyone from the warehouse loss.

 The WARHORSE is burning with thirst, and they want us to buy more firewater.

ADDICTED TO FEAR, the rest of the flock is convinced, conditioned, and confined by misinformation, political and corporate propaganda, as much as by their own immaturity, laziness, selfishness, and lack of bravery or incentive to act or to change.
So it would seem "One in a million" is a very generous ratio for the number of people who, at any given moment are AWAKE, AWARE, LUCID, and NOT SCREWED UP on some form of pharmaceutical.{That would seem to eliminate most of those radio talking heads too many millions of Americans listen to daily.} Don’t forget: too many chemicals, drugs, hormones & other contaminants like MBTE -even perchlorate rocket fuels- have tainted more than half the watersheds & water supplies, drywall and school desks, toys and foods -babyfoods too- all have carried health & behavior threats RIGHT INTO OUR LIVES & HOMES…the AIR in Madrid has detectable LSD! WAR360degreesaroundus. Maybe it’s in airborne chemtrails, but it’s definitely proven IT’S ON THE MONEY! Is it any wonder people all around us seem to be out of touch, at best, and dangerously unpredictable at least, and unpredictably dangerous in too many cases, particularly if meth, alcohol and/or Ambien are involved?
How can anyone realistically think that this nation (or any other) can survive with over 20 million violent crazy meth addicts, much less provide medical care for them? How can we finance that against the cartels own army of financiers who give them everything they can steal for the product? How do we counter the bribes & corruption? And then there are those cold sober liars, thieves, con artists, grifters, snake oil salesmen, and politicians…oh, damn, I repeat myself! How do we dismantle an organization with over 35 million enslaved supporters and enough cash flow to corrupt & influence all the ‘great’ nations including America? With so much cash, they alone can finance bankrupt governments and banksters. The source of all cash, even to the Chinese, is from the drug cartels. [Ugly fact]
It’s not Groundhog Day, but the Nation is SO medicated, so "OUT OF IT", so stupidly and unnecessarily vulnerable, that those who are trying to get things done are seeing the utter impossibility, seeing that Lady Liberty has already been violated, that the Army has been Shanghai’d, no one is ‘minding’ the store, and pirates are at the helm of the ship of state, which not incidentally, has been run upon the rocks while the sirens continue singing.
So how many people do you trust? Is it safe?
PLEASE tell me it was just a nightmare.

The Earth-wide Culture of DISENFRANCHISEMENT engages in obsessive social pracices:
of divorcing the usage of words from their meanings;
of separating Truth from Reality for vanity, for conformity, for appearances, for political correctness, for ‘business’;
of dividing the peace of individuals to sell ‘security’;
of separating the customers from their money, the citizens from their rights, liberty, or control of one’s own body;
of segregations of peoples by political artifices & prevarications (Reservations);
of the isolations of language, race, religion & politics;
of the exclusions of wealth, food, rituals, ceremonies, conventions and inculturated misperceptions;
of inappropriate tolerance of crime, dishonesty, deception & theft;
of building vaults instead of stopping theives;

makes it obvious that to SAFEGUARD HUMANITY there must now be A CURE applied.

It will not be found on any of the 1900 pages of "healthcare" deception.
It will never be bought with ‘bail-outs’.
It will never be legislated.
It will never come as a miracle no matter how much money is worshipped.

This "prescription" means each patient must think act & live as a Defender of Peace,
dismantling and destroying the warmongering mentality as well as the machinery of death which has personified American racism, greed, theft & genocide (‘might makes right’) for its entire unfortunate & bloody history. There is NO Nationalism in Earth’s history ever justified by war, only by its preservation and promotion of Peace. America has failed criminally.
Our military citizens should and must "invade" America from its scattered and ineffective deployments-must now fight the treasonous coup, the ‘shadow government’, the Pentagon and its’ corporate co-conspirators who,
with the CIA and outside forces, sent [YOU] our forces away on false pretenses so that We, The People, could be suppressed, tyrranized, betrayed and ripped off, our whole treasury plundered-our authorities and police corrupted, made cowards-
without The People’s ability to overthrow the political police state by use of our own militarized citizens,

and of commercial success IF we still enjoyed a world-wide audience which was NOT aware of the serious crime
in the border zone, in the wide availability of dangerous drugs & the presence of gang & cartel elements…
and IF there were Not such a citizen ostrich with its head down a mine shaft in Denial of this uncomfortable

We can rapidly set aside our differences, develop an ‘Off Broadway’ theatrical effort to bring back our many visitors
 from around the world in great numbers and spirits….
BUT we must inspire others to abandon our troubled  & heavily corrupted reputation ONLY by
ACTING ON  The  PRINCIPLES that made our town a legend- not by re-enacting others’ brave stand against organized crime-

At the local Cafe, and a dozen other places where we take our breaks with our friends and neighbors to compare notes and news and progress reports, there’s been the most gratifying concurrence among the busy people getting things done. We agree, this is a historic example of an Harmonic Convergence: We see the exact correlation between the local clueless authorities and the county, state, and federal governments ALL struggling in their ignorance, lack of education, conventional limited awareness & INTENTIONAL failing to keep peace, working against any support, inspiration or opportunity AT HAND, thwarting enterprise, and ignoring the wide range of solutions, resources, talents, and potentials -to preserve the ‘staus quo’ and the good old boys network of ranchers & politicians in a county [& country of NO accountability] where there has NEVER been an audit of [the Fed] a single real-estate appraisal, ever! We have seen the largest looting operation in history perpetrated against The American People.

Over $5 trillion dollars in junk securities were marketed and sold. 
They had a real value of about $2 trillion dollars; the other $3
trillion, roughly, was pure fiction.

The banks created and sold these throughout the world, with the full
knowledge and support of Congress, The Fed, and the banks themselves.

It was pure fraud.

Granting someone a “mortgage” based only on whether they can fog a
mirror is proof positive of malfeasance, unless you disclose this fact
to the buyers of these securities – a fact that was not disclosed until
after the securities blew up.

Lenders, builders and others pressured appraisers to “hit the
numbers” to support these fraudulent deals.  Proof of that is found in
the nearly-10-year-old Appraisers Petition bearing thousands of
appraiser signatures. 

That ratings were a “mistake”, either real or intentional, is a matter of now-known historical fact.

Americans have sat on their butts through all of this, allowed their
401ks and IRAs to be trashed, their supposed “home values” to be pumped
and then destroyed, and their hopes, dreams, employment and house have
all vanished into the ether of fraud.

When this came to light the banks went to Congress, and supported by
The Fed’s intentional draining of liquidity to create an immediate
“crisis”, they got a $700 billion bailout bill passed – one that you,
your children and grandchildren, will have to pay for.

The government then passed another near-trillion-dollar “stimulus”
bill claimed to hold unemployment to 8%.  It did not, because it was
yet another “papering over” of the fraud, but that bill your children
and grandchildren, along with you, will also pay.

Your savings accounts and CDs now yield an effective zero. 

Your credit card interest rates have gone from 11% to 29%, all so
that the banks can keep granting ill-advised credit to people who can’t
pay.  Those who can pay – the rest of you – are being jacked for 30% a
year in interest.

We have seen a few “tea parties” in which a few people showed up and
which were immediately panned by “those in power” as “astroturf.”

Contrast with this.

A few days ago, Iran held an election.  It is alleged that there was
massive fraud.  The current President claimed victory under
less-than-clear circumstances.

The people said “hell no!” in this sort of demonstration:

That’s about 2 million people, out of 70 million population (roughly), or one in thirty-five Iranians in the entire nation who took to the streets to demand justice in a simple vote.

More strikingly, Tehran has a population of roughly 12 million; this means that one in six citizens of the city are standing in that crowd.

This, despite the fact that the government there has been shooting
people, has arrested the opposition party and issued an order to burn
the ballots so there can be no recount.

This, despite the fact that the Iranian population does not enjoy a
Second Amendment, and thus is forced to fight a rogue government with
makeshift molotov cocktails, rocks and clubs, should that rogue
government choose to shoot.

And this was about an election.  A President.  One man.

In our nation we have literally had 1/3rd of our GDP – that is, 1/3rd of everything you worked for last year – stolen by a bunch of fraudsters with the explicit cooperation and assistance of the government.

We should be seeing 10 million Americans literally closing
Washington DC with peaceful protest in the streets – making the
entirety of the downtown inaccessible to vehicles and the normal
conduct of business impossible, were Americans to display the same sort
of anger over an insult vastly more serious than that served upon the Iranian people.

If one in sixAmericans had enough in
America’s big cities, there would be one million people in the Streets
of Chicago – enough to fill Chicago’s Loop from Lake Michigan to
I-90/94 and from The Chicago River to beyond Soldier Field, rendering
the city core impassable.  (Roughly double
the crowd that shows up for the 4th of July Fireworks, to put it in
perspective.  “Greater Chicagoland” has a population of ~7 million)

The same in NY City would result in a crowd of 3.3 million people.

Where are you America?

In America, if the government turns into a goon squad, you have the
constitutionally-protected ability to shoot back.  In Iran you have no
such ability as the Iranian government has never recognized the
unalienable rights as set forth in our Declaration.

So in Iran the population risks mass death to protest.

In America the population risks loss of some income since you’d have to cut work.

The Iranians take to the streets; we take to our couches and have another beer.

Grow a pair of balls America.

The people of Iran are putting us to shame.

IS it any wonder now, why the little communities like our mining camp are being created by unusual gatherings of visionary but practical people, well grounded in resource management and independent country living? "The International Atomic Energy Agency in
Vienna is a unit of the United Nations whose mandate is to enforce a
global treaty that tries to keep civilian nuclear programs from
engaging in secret military work.

In
recent years, it has sought to gain wide adherence to a set of strict
inspection rules, known formally as the additional protocol. The rules
give the agency powerful new rights to poke its nose beyond known
nuclear sites into factories, storage areas, laboratories, schools, and
anywhere else that a nation might be preparing to flex its nuclear
muscle. The United States signed the agreement in 1998 but only
recently moved forward with its implementation. Thomas B. Cochran, a senior scientist in the nuclear program of the
Natural Resources Defense Council, a private group in Washington that
tracks atomic arsenals, called the document harmless. “It’s a better
listing than anything I’ve seen” of the nation’s civilian nuclear
complex, he said. “But it’s no national-security breach. It confirms
what’s already out there and adds a bit more information.”

"Project TRINITY was the first detonation of a nuclear weapon. The plutonium-fueled implosion

device was detonated on a 100-foot tower at 0530 hours, 16 July 1945. The test, which occurred
on the Alamogordo Bombing Range in south-central New Mexico, had a nuclear yield
equivalent to the energy released by exploding 21 kilotons of TNT. It left a depression in the
desert 2.9 meters deep and 335 meters wide (1: 1,23).
People as far away as Santa Fe and El Paso saw the brilliant light of the detonation. Windows

Nearly 6 years passed between the detonation of TRINITY at Alamogordo, New Mexico, on 16
July 1945, and the next CONUS nuclear test, ABLE of the RANGER series. The AEC had
considered establishing a continental test site in 1948 after SANDSTONE, as a way to reduce
construction and logistic costs, but rejected the idea after concluding that the physical problems
and domestic political concerns would be too complicated. When the Korean War began in the
summer of 1950, however, the AEC doubted that the Pacific could be used for nuclear weapons
testing because of the possibility of the Korean War expanding throughout the Far East, thus
endangering shipping lanes. On 13 July 1950, the AEC Chairman wrote the Chairman of the
Military Liaison Committee that the possibility of a national emergency required a joint effort by
the AEC and DOD to find a continental test site. The DOD agreed, and the search began for a
suitable site.
The AEC and DOD surveyed six sites within the continental United States before choosing the
Frenchman Flat area of the Las Vegas Bombing and Gunnery Range, renamed the Nellis Air
Force Range in 1956."
In 1949, the Soviet Union detonated its first atomic bomb, providing the impetus for the United
States to proceed with development of a bomb whose energy would come from the fusion, or
joining, of light elements. Such a weapon is also called a thermonuclear, or hydrogen, bomb.
The Atomic Energy Commission received Presidential approval for work in this area in January
1950 after lengthy debate in high defense circles over the feasibility and advisability of such
weapons (7: 21).
As the defense policy evolved in the early 1950s, two particular factors challenged the ability of
U.S. Armed Forces to defend American interests and to protect its allies during limited
hostilities:
·  The commitment of U.S. ground forces to the Korean peninsula
·  The inability of European allies of the U.S. to develop effective military capabilities.
In both cases, the United States experienced difficulties because of limitations in military
manpower, which emphasized the need for a new U.S. policy based not on large standing armies,
but on new technological advances, particularly in nuclear weapons (9: 25).
In 1951, the Chairman of the AEC strongly advocated the development of nuclear weapons for
tactical purposes. "We could," he asserted, "use an atomic bomb today in a tactical way against
enemy troops in the field, against military concentrations near battle areas and against other vital
military targets without risk to our own troops."
TUMBLER-SNAPPER was accordingly
designed both to advance the development of effective nuclear weapons and to train troops in
tactical nuclear warfare (9: 25).

The Shot, as witnessed aboard the various vessels at sea, is not easily described.
Accompanied by a brilliant light, the heat wave was felt immediately at distances of
thirty to thirty-five miles. The tremendous fireball, appearing on the horizon like the sun
when half-risen, quickly expanded after a momentary hover time and appeared to be
approximately a mile in diameter before the cloud-chamber effect and scud clouds
partially obscured it from view. A very large cloud-chamber effect was visible shortly
after the detonation and a tremendous conventional mushroom-shaped cloud soon
appeared, seemingly balanced on a wide dirty stem. Apparently, the dirty stem was due
to the coral particles, debris, and water which were sucked high into the air. Around the
base of the stem, there appeared to be a curtain of water which soon dropped back around
the area where the island of Elugelab [Eluklab] had been.


Except for one PROJECT 57 test, the safety experiments were conducted for the same purpose:
to determine the weapons’ susceptibility to nuclear detonation during accidents in storage and
transportation. High-explosive portions of these devices were fired to simulate accidental
detonation and to determine the potential for such firings to result in a significant nuclear yield.
The test results were used to develop devices that could withstand shock, blast, fire, and
accidents without initiating a nuclear chain reaction and producing a nuclear detonation. The
initial PROJECT 57 test was conducted to spread alpha-emitting material (plutonium) in a
defined area to study the biological effects of alpha radiation and to test monitoring and
decontamination procedures (22: 23,8).

DOD personnel participation during these experiments is difficult to determine. Although most
of the employees of LANL and LLNL were civilians, some DOD personnel also were assigned to
these organizations. In addition, some of the project activities engaged DOD participation.
Eight AFSWC personnel and two participants from the 50th Chemical Service Platoon
performed field work for one of the programs during PROJECT 57, the alpha-dispersion
experiment. Moreover, a DOD effects project was conducted at four of the safety experiments.
Other DOD participation involved cloud-tracking and cloud-sampling missions.

From the earliest days of nuclear research and nuclear weapons testing, scientists were aware of
the potential for peaceful applications of nuclear energy, including nuclear detonations. This
recognition became U.S. policy in the Atomic Energy Act of 1946, which stated that "atomic
energy is capable of application for peaceful as well as military purposes." The opportunity for
American scientists to apply nuclear detonations to peaceful ends was delayed, however, by
several factors, including the greater priority of developing efficient weapons applications,
concern over radioactive contamination, and international suspicion of the intent of the research.
Nevertheless, the AEC ultimately succeeded in initiating the PLOWSHARE Program, which had
been planned in the late 1950s (25: 19,17,18).
The PLOWSHARE detonations were designed to determine nonmilitary applications of nuclear
explosives. The primary potential use envisioned was in large-scale geographic engineering, in
such projects as canal, harbor, and dam construction, the stimulation of oil and gas wells, and
mining. GNOME was planned in part to provide information on the characteristics of an
underground nuclear detonation in a salt medium, while SEDAN was to extend knowledge on
cratering effects from detonations with yields of 100 to 200 kilotons. Considering the peaceful
objectives of PLOWSHARE,
 the AEC took the name of the program from the Bible:
 "And they shall beat their swords into plowshares" (Isaiah 2:4)

The ultimate goal of PLOWSHARE, the peaceful applications of nuclear explosives, was never
realized. The limited test ban treaty, signed on 5 August 1963 in Moscow, ended nuclear testing
in the atmosphere, on land, and underwater, although not underground. Hence, a number of the
PLOWSHARE experiments had to be canceled. Other contributing factors were changes in
national priorities, Government and industry disinterest in the program, public concern over the
health and safety aspects of using nuclear detonations for civil applications, and shortages of
funding (25: 26).

Maybe We Should Take the North Koreans at Their Word

    Shortly after North Korea exploded its second nuclear device in three years
on Monday morning, it released a statement explaining why. "The republic
has conducted another underground nuclear testing successfully in order to strengthen
our defensive nuclear deterrence."(1) If the Obama Administration
hopes to dissuade Pyongyang from the nuclear course it seems so hell bent on
pursuing, Washington must understand just how adroitly nuclear arms do appear
to serve North Korea’s national security. In other words, perhaps we should
recognize that they mean what they say.

    From the dawn of history until the dawn of the nuclear age, it seemed rather
self-evident that for virtually any state in virtually any strategic situation,
the more military power one could wield relative to one’s adversaries, the more
security one gained. That all changed, however, with Alamogordo and Hiroshima
and Nagasaki. During the Cold War’s long atomic arms race, it slowly dawned
on "nuclear use theorists" – whom one can hardly resist acronyming
as NUTS – that in the nuclear age, security did not necessarily require superiority.
Security required simply an ability to retaliate after an adversary had struck,
to inflict upon that opponent "unacceptable damage" in reply. If an
adversary knew, no matter how much devastation it might inflict in a first strike,
that the chances were good that it would receive massive damage as a consequence
(even far less damage than it had inflicted as long as that damage was "unacceptable"),
then, according to the logic of nuclear deterrence, that adversary would be
dissuaded from striking first. What possible political benefit could outweigh
the cost of the possible obliteration of, oh, a state’s capital city, and the
leaders of that state themselves, and perhaps more than a million lives therein?

    Admittedly, the unassailable logic of this "unacceptable damage"
model of nuclear deterrence – which we might as well call UD – failed to put
the brakes on a spiraling Soviet/American nuclear arms competition that began
almost immediately after the USSR acquired nuclear weapons of its own in 1949.
Instead, a different model of nuclear deterrence emerged, deterrence exercised
by the capability completely to wipe out the opponent’s society, "mutually
assured destruction," which soon came to be known to all as MAD. There
were other scenarios of aggression – nuclear attacks on an adversary’s nuclear
weapons, nuclear or conventional attacks on an adversary’s closest allies (in
Western and Eastern Europe) – that nuclear weapons were supposed to deter as
well. However, the Big Job of nuclear weapons was to dissuade the other side
from using their nuclear weapons against one’s own cities and society, by threatening
to deliver massive nuclear devastation on the opponent’s cities and society
in reply. "The Department of Defense," said an Ohio congressman in
the early 1960s, with some exasperation, "has become the Department of
Retaliation."(2)

    Nevertheless, those who engaged in an effort to slow the arms race often employed
the logic of UD in their attempts to do so. "Our twenty thousandth bomb,"
said Robert Oppenheimer, who directed the Manhattan Project that built the world’s
first atomic weapons, as early as 1953, "will not in any deep strategic
sense offset their two thousandth."(3) "Deterrence does not depend
on superiority," said the great strategist Bernard Brodie in 1965.(4) "There
is no foreign policy objective today that is so threatened," said retired
admiral and former CIA director Stansfield Turner in 1998, "that we would
É accept the risk of receiving just one nuclear detonation in retaliation."(5)

    Consider how directly the logic of UD applies to the contemporary international
environment, to the twin nuclear challenges that have dominated the headlines
during most of the past decade, and to the most immediate nuclear proliferation
issues now confronting the Obama Administration. Because the most persuasive
explanation for the nuclear quests on which both Iran and North Korea have embarked
is, indeed, the notion that "deterrence does not depend on superiority."
Deterrence depends only an ability to strike back. Iran and North Korea appear
to be seeking small nuclear arsenals in order to deter potential adversaries
from launching an attack upon them – by threatening them with unacceptable damage
in retaliation.

    Neither North Korea nor Iran could hope to defeat its most powerful potential
adversary – the United States – in any kind of direct military confrontation.
They cannot repel an actual attack upon them. They cannot shoot American planes
and missiles out of the sky. Indeed, no state can.

    However, what these countries can aspire to do is to dissuade the American
leviathan from launching such an attack. How? By developing the capability to
instantly vaporize an American military base or three in Iraq or Qatar or South
Korea or Japan, or an entire U.S. aircraft carrier battle group in the Persian
Gulf or the Sea of Japan, or even an American city on one coast or the other.
And by making it implicitly clear that they would respond to any kind of assault
by employing that capability immediately, before it’s too late, following the
venerable maxim: "Use them or lose them." The obliteration of an entire
American military base, or an entire American naval formation, or an entire
American city, would clearly seem to qualify as "unacceptable damage"
for the United States.

    Moreover, to deter an American attack, Iran and North Korea do not need thousands
of nuclear warheads. They just need a couple of dozen, well hidden and well
protected. American military planners might be almost certain that they could
take out all the nuclear weapons in these countries in some kind of a dramatic
lightning "surgical strike." However, with nuclear weapons, "almost"
is not good enough. Even the barest possibility that such a strike would fail,
and that just one or two nuclear weapons would make it into the air, detonate
over targets, and result in massive "unacceptable damage" for the
United States, would in virtually any conceivable circumstance serve to dissuade
Washington from undertaking such a strike.

    In addition, it is crucial to recognize that Iran and North Korea would not
intend for their nascent nuclear arsenals to deter only nuclear attacks upon
them. If the entire nuclear arsenal of the United States disappeared tomorrow
morning, but America’s conventional military superiority remained, it still
would be the case that the only possible military asset that these states could
acquire, to effectively deter an American military assault, would be the nuclear
asset.

    The "Korean Committee for Solidarity with World Peoples," a mouthpiece
for the North Korean government, captured Pyongyang’s logic quite plainly just
weeks after the American invasion of Iraq in March 2003. "The Iraqi war
taught the lesson that É the security of the nation can be protected
only when a country has a physical deterrent force É"(6) Similarly,
a few weeks earlier, just before the Iraq invasion began, a North Korean general
was asked to defend his country’s nuclear weapons program, and with refreshing
candor replied, "We see what you are getting ready to do with Iraq. And
you are not going to do it to us."(7)

    It really is quite a remarkable development. North Korea today is one of the
most desperate countries in the world. Most of its citizens are either languishing
in gulags or chronically starving. And yet – in contrast to all the debate that
has taken place in recent years about whether the United States and/or Israel
ought to launch a preemptive strike on Iran – no one seems to be proposing any
kind of military strike on North Korea. Why not? Because of the mere possibility
that North Korea could impose unacceptable damage upon us in reply.

    Perhaps the most remarkable thing about UD is that it seems every bit as effective
as MAD. North Korea today possesses no more than a handful of nuclear warheads,
and maintains nothing like a "mutual" nuclear balance with the United
States. In addition, the retaliation that North Korea can threaten cannot promise
anything like a complete "assured destruction." To vaporize an American
carrier group in the Sea of Japan, or a vast American military base in South
Korea or Japan, or even an American city, would not be at all the same thing
as the "destruction" of the entire American nation – as the USSR was
able to threaten under MAD.

    And yet, MAD and UD, it seems, exercise deterrence in precisely the same way.
Astonishingly, it seems that Washington finds itself every bit as thoroughly
deterred by a North Korea with probably fewer than 10 nuclear weapons as it
did by a Soviet Union with 10,000. Although UD hardly contains the rich acronymphomaniacal
irony wrought by MAD, it appears that both North Korea and Iran intend now to
base their national security strategies solidly upon it.

    There is very little reason to suppose that other states will not soon follow
their lead.

    President Obama, of course, to his great credit, has not only made a nuclear
weapon-free Iran and North Korea one of his central foreign policy priorities,
he has begun to chart a course toward a nuclear weapon-free world. In a groundbreaking
speech before a huge outdoor rally in Prague on April 5th, he said, "Today,
I state clearly and with conviction America’s commitment to seek the peace and
security of a world without nuclear weapons." (Unfortunately, he followed
that with the statement that nuclear weapons abolition would not "be achieved
quickly, perhaps not in my lifetime," suggesting that neither he nor the
nuclear policy officials in his administration fully appreciate the magnitude
and immediacy of the nuclear peril. Do they really think the human race can
retain nuclear weapons for another half century or so, yet manage to dodge the
bullet of nuclear accident, or nuclear terror, or a nuclear crisis spinning
out of control every single time?)

    The one thing we can probably say for sure about the prospects for universal
nuclear disarmament is that no state will agree either to abjure or to dismantle
nuclear weapons unless it believes that such a course is the best course for
its own national security. To persuade states like North Korea and Iran to climb
aboard the train to abolition would probably require simultaneous initiatives
on three parallel tracks. One track would deliver foreign and defense policies
that assure weaker states that we do not intend to attack them, that just as
we expect them to abide by the world rule of law they can expect the same from
us, that the weak need not cower in fear before the strong. Another track would
deliver diplomatic overtures that convince weaker states that on balance, overall,
their national security will better be served in a world where no one possesses
nuclear weapons, rather than in a world where they do-but so too do many others.
And another track still would deliver nuclear weapons policies that directly
address the long-simmering resentments around the world about the long-standing
nuclear double standard, that directly acknowledge our legacy of nuclear hypocrisy,
and that directly connect nuclear non-proliferation to nuclear disarmament.

    The power decisively to adjust all those variables, of course, does not reside
in Pyongyang or Tehran. It resides instead in Washington.

Let us not forget that the

Let us not forget that the U.S. Air Force used conventional Napalm
bombs to burn every city in North Korea to the ground (some of them
more than once) during the "Forgotten War," 1950 to 1953. Pyongyang
itself was destroyed twice. The estimate of the number of civilians who
perished in the firestorms ranges between 2 and 4 million. Only
President Truman’s opposition kept General MacArthur from using nuclear
weapons in North Korea, along the Chinese border.
